Locklear & Associates prepared an application for funding from the Regional Initiative Valuing Environmental Resources (RIVER) Cooperative Funding Program to make improvements to the storm water management system in Cross City. The RIVER program is administered by the Suwannee River Water Management District.

The project was approved for funding of $106,000. In 2015, the City experienced historic flooding impacting schools, roads, businesses, and residences. The project includes the design, permitting, and construction of two under-road culverts to allow water to flow away from the schools into an existing storm water ditch. The project also includes regrading of the existing storm water ditch and replacement of damaged driveway culverts.
